Entrepreneurs need greater access to credit financing — to restore and develop production facilities and create new jobs. This is particularly relevant for regions near the front line. The key message is that economic recovery is impossible without businesses having access to long-term, low-cost funding. This was emphasised by the Prime Minister of Ukraine, Yulia Svyrydenko, following a meeting with Members of Parliament, the Governor of the National Bank and the heads of state-owned banks.

The Head of Government has instructed the Ministry of Finance, in conjunction with the Ministry of Economy, Environment and Agriculture, to prepare amendments to the Development Strategy for State-Owned Banks.
“During the war, the Strategy must identify priority areas for lending — primarily the defence industry and the energy sector — and include specific measures to expand financing for businesses in frontline regions. Moreover, it's critical to launch project financing,” emphasised Yulia Svyrydenko.

The Prime Minister separately commissioned the Ministry of Finance to prepare proposals on utilising resources from the state banking sector to support Naftogaz of Ukraine during preparations for the next heating season, as well as to ensure including in the KPI of state-owned banks a focus on crediting priority directions for the economy.

“It is important that state-owned banks become more actively involved in implementing state programmes to support businesses in frontline regions. First and foremost, in sectors that ensure our defence capability, energy security and economic stability,” the Prime Minister stressed.
