eVidnovlennia: Commissions to remotely inspect destroyed housing
The Government has adopted a resolution allowing commissions to remotely inspect destroyed housing of Ukrainians under the eVidnovlennia programme.
Ukrainians whose homes have been destroyed as a result of the full-scale war will be eligible for compensation under the eVidnovnennia programme since 2023. However, in regions where hostilities are ongoing, commissions are unable to visit the site to inspect the damage due to constant shelling.
Now, the commissions will have a new tool to inspect destroyed housing, while Ukrainians whose communities are under fire daily will have access to eVidnovlennia.
The commissions will use satellite imagery, UAV photos or materials provided by the owner, such as photos or videos from their phones, to conduct remote inspections.
There are clear requirements for such images:
- Photo must be in colour, clear and without any distortion.
- File must contain the date, time and geolocation.
- Area where the building stood and the destroyed house itself must be visible.
- A general view and at least 3 photos from different angles confirming the fact of destruction are required.
- Damaged structures must be visible: walls, roof, ceilings.
- The photo must have reference points: house number, address plate or other signs that allow you to identify the object.
- If necessary, it will be possible to submit other evidence: acts of the State Emergency Service or the police, eyewitness accounts, etc.
If the collected materials are sufficient, the commission will draw up a remote inspection report and enter it into the Register of Damaged and Destroyed Property. After that, the owner of the destroyed home will be allowed to receive a housing certificate, a document that allows them to buy a new home in a safer region.
The Government cares about those who lost their homes because of the war. Every Ukrainian has the right to own a home, despite the destruction caused by the aggressor country.
