Since the beginning of 2024, 7,789 Ukrainian families have received loans on favourable terms under the eOselia affordable mortgage programme. The total amount of loans during this time is UAH 13.3 billion. In particular, 1,783 loans were issued for the purchase of housing from a developer. This was announced by Deputy Minister of Economy Andrii Teliupa.
“To stimulate the construction and related industries, the Government has changed the terms of the eOselia programme, shifting the focus to the primary housing market. This will stimulate the construction industry and contribute to Ukraine’s recovery, and Ukrainians who do not have housing or want to improve their living conditions can get loans at a reduced rate. In particular, since the launch of the programme, 14,100 Ukrainian families have already received housing loans worth over UAH 22.8 billion,” said Andrii Teliupa.
Currently, service members and law enforcement officers, doctors, teachers, scientists and their families can get loans at a preferential rate of 3%, while for combatants, veterans, IDPs and other citizens without housing, the mortgage rate is 7%.

Most loans were issued in Kyiv city – 42, Kyiv region – 37, and Ivano-Frankivsk region – 7. In addition, by property type, 75 Ukrainians received loans for first-time buyers, including 27 properties under construction, and 58 loans were issued for housing on the secondary market.
Background
The eOselia programme is one of the components of the Made in Ukraine policy aimed at stimulating demand for Ukrainian products and creating favourable conditions for the development of production. The programme was launched in October 2022. The programme is being implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and Ukrfinzhytlo.
