
eOselia: 17,600 Ukrainian families have purchased housing during the program's operation
Since the launch of the Affordable Mortgage Program, 17,618 Ukrainians have received housing loans worth over UAH 29.1 billion. This was announced by Deputy Minister of Economy of Ukraine Andrii Teliupa.
"In 2025, 2,778 Ukrainians became owners of detached housing and received loans totaling UAH 5.1 billion. Last year, the Government shifted the focus of the eOselia program to the purchase of real estate in the primary market. In particular, 1,664 families, or almost 60% of the total number of borrowers, have already purchased housing on the primary market in the first two quarters of this year. During this time, Ukrainians also purchased 225 detached houses," said Deputy Minister Andrii Teliupa.
The preferential rate of 3% is available to such categories of citizens as military personnel and representatives of the security sector, as well as their families, doctors, teachers and scientists. For all other citizens without housing, as well as for combatants, veterans and internally displaced persons, the mortgage rate is 7%.
Over the past week, 167 loans were issued for UAH 302 million, including loans at 3%:
- 62 servicemen and representatives of the security sector
- 7 medical workers
- 13 teachers
- 1 researcher
Loans at 7% interest rates have been received by:
- 59 Ukrainians without their own housing
- 18 IDPS
- 7 veterans
Most loans were issued in Kyiv region - 50, Kyiv city - 46, Lviv region - 10, and Ivano-Frankivsk region - 8. By type of property, 113 Ukrainians received loans for first-time buyers, including 36 properties under construction, while 54 loans were issued for housing on the secondary market.

The eOselia program is one of the components of the “Made in Ukraine” policy aimed at stimulating demand for Ukrainian products and creating favorable conditions for the development of production. The program was launched in October 2022. It is being implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and Ukrfinzhytlo.
