
Producers from the war zone to have access to grants from the state on preferential terms
Processing companies operating in the areas of active hostilities will be eligible to receive grants of up to UAH 8 million. The state will finance 80% of the cost of the submitted project, and the grantee must cover 20% from its capital or credit funds. The Government endorsed the decision at a meeting on October 15, 2024.
The grant can be used for investment needs - the purchase of new production or energy equipment.
“With today's decision, we provide more opportunities for businesses to receive recycling grants. They are now available for companies from the active combat zone. For example, from the Kherson region. Despite the extremely difficult conditions, they are working and employing people. Manufacturers of printing products can now apply for grants as well. We have also changed the requirements for the number of jobs to be created. We reduced them to 5 jobs to allow more participants to join the program. But the requirements for payroll taxes remained unchanged. This is how we want to provide access to the program, in particular, to entrepreneurs who want to develop manufacturing automation,” said Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.
The Government's decision has expanded the program of grants for the development of the processing industry to include:

By its decision, the Government also changed the requirements for the number of jobs that a grantee must create.
Previously, depending on the amount of the grant, it was from 5 to 25 jobs. For example, to fulfill the conditions, a recipient of a UAH 8 million grant had to employ 25 workers with a salary of UAH 8,000 or more.
Now, a mandatory condition will be the creation of at least 5 jobs, regardless of the size of the grant. At the same time, the Government has added a new condition: within three years, the recipient will have to pay unified social tax on the salaries of new employees in the amount of at least 20% of the grant amount.
Thus, for example, a recipient of a UAH 8 million grant will have the opportunity to hire 25 employees with a salary of UAH 10,000. Or, if it needs highly qualified personnel, it can hire employees with a much higher monthly salary.
The program of grants for the development of the processing industry, localization, partial compensation for the cost of equipment, industrial parks, support for projects with significant investments, programs and products of the Export Credit Agency, and others are part of the “Made in Ukraine” policy for the development of Ukrainian producers.
Since the launch of the processing grant program in July 2022, 779 processing companies have received development grants totaling UAH 3.9 billion. Under the terms of the program, the grantees will create more than 16,000 jobs.
