Carbon Markets: Ukraine and the UK deepen climate partnership


Oleksandr Krasnolutskyi, Deputy Minister of Economy, Environment, and Agriculture of Ukraine, delivered an online address at the UK Parliament’s event titled “Energy in the Digital Age: Carbon Cooperation and Strategic Alignment in Energy.”

Participants discussed how green and carbon finance instruments—in particular voluntary carbon markets and Article 6.2 mechanisms of the Paris Agreement—can serve as practical solutions for financing low-carbon energy and digital infrastructure.

Also, within the framework of the One Hundred Year Partnership Agreement between Ukraine and the UK (English version down the page), participants explored opportunities to deepen cooperation in the areas of carbon markets and green finance as one of the key areas of long-term strategic alignment.

“Ukraine is not merely rebuilding destroyed infrastructure—we are shaping a new economic model: modern, competitive, and low-carbon. We view carbon markets as a key mechanism for this transformation and invite the UK to actively participate in shaping new markets and implementing joint climate projects,” noted Oleksandr Krasnolutskyi.

According to the Deputy Minister, Ukraine is already building infrastructure integrated with international markets and is working on launching a national emissions trading system, strengthening the monitoring, reporting, and verification system, as well as the implementation of mechanisms in accordance with Article 6 of the Paris Agreement.

Oleksandr Krasnolutskyi emphasized that investments in climate projects in Ukraine contribute not only to achieving global climate goals but also to strengthening energy security, economic resilience, and long-term stability in the region.

The Ministry is committed to prolonging work on expanding international cooperation in the field of carbon markets and green finance as one of the key instruments of Ukraine’s green recovery and strategic partnership with the United Kingdom.
