In the new Ukrainian Government, which will be formed after the elections to the Verkhovna Rada, the number of ministries can be reduced to 12 or even 11, and hence the number of government officials - up to 12, but with clear powers and competence. The Prime Minister of Ukraine Volodymyr Groysman said in an interview with Interfax-Ukraine agency.
"I believe that no more than 12 ministries is really an optimal structure. Moreover, I believe that there should be up to 12 committees in the Parliament. A team of 24 Government officials is an extremely cumbersome structure that is hard to manage. Therefore, based on experience, I can say that in the new Government there should be no more than 12, and maybe even 11 ministries, the competence and spheres of management of which will be clearly distinguished. In many respects, their activities can be streamlined", the Head of Government said.
He emphasized that in the social block, for example, three ministries work at once, the activity of which can be optimized. And it is also possible to streamline the work of Deputy Prime Ministers who do not have the authority over ministries.
"I know how it is from the inside: it's messy responsibility, it's blurry functions, it's not relevant. In the end, it's expensive for the budget", said Volodymyr Groysman.
At that, the PM assured that such a reorganization of the Government would not affect the civil service in general. "It will affect the policy and decision-making process. Civil servants who have come to Government structures today will continue to work and perform their public functions", the Prime Minister added.
