Improving the decision-making system in Ukraine will make it possible to speed up the reforms and solve problems that have long been persistent challenges for our country.
Prime Minister of Ukraine Volodymyr Groysman said during a regular meeting with Ukrainian and foreign businessmen within the framework of the Dialogue between State Authorities and Business. Such meetings have become regular and this very format of communication now allows us to address and transfer to the legislative level a number of important initiatives for entrepreneurs. Among the approved decisions are the abolition of numerous and outdated regulations, the improvement of administrative procedures, the transfer of certain of those in online regime, the introduction of a risk-oriented approach to inspections, the introduction of automatic VAT refund, as well as pursuing of the policy of limiting the pressure on entrepreneurs under the laws of The Stop Masks-Show initiative.
The Government of Ukraine has always been and remains supportive of entrepreneurs who engage in honest business and multiply the wealth and capabilities of the country. The Prime Minister of Ukraine Volodymyr Groysman has emphasized repeatedly, the success of each of the entrepreneurs is an integral part of the success of entire Ukraine.
Addressing entrepreneurs today, March 15, the Head of Government noted that over the past five years - despite the tragedies, losses, daily reports from the front, the Government had managed to initiate fundamental transformations.
"By now we can boast with 13 consecutive quarters of growth. But is it sufficient to get rid of the problems we have? Is that growing trend sufficient to ensure sustainability and predictability in order to succeed? No, it isn’t! We must advance faster. We must change the situation within the country. We have the demand for a quick change - people are right. But it is critical to change not only the decisions but also the decision-making system", stressed Volodymyr Groysman.
The PM stresses that Ukraine has suffered a number of crises, and we have not much time to multiply what we already have. That is why the electoral period is an opportunity to make decisions that will change the decision-making system. The key to success will be "the consistency of actions, mobility potential, speed of decision-making and the creation of a quality environment and a sufficient level of dialogue with the society and business."
"Our strategy is to ensure stable development through the growth of the economy, the accumulation of domestic resources, and the reduction of the debt burden. Our dialogue is of key importance since you (business people) are the customers of decision-making, the process necessary for easy business conduct in Ukraine", said Volodymyr Groysman. "We can prove to ourselves and to the whole world that Ukraine is not just a spot on the map, but a beautiful European country with a population of 45 million."

Representatives of the Ukrainian and foreign businesses operating in Ukraine note that over the past two years, the Government of Ukraine has been able to adopt and implement dozens of important decisions that have improved the situation in the economy and strengthened the confidence of investors. Among the most demanded initiatives is the launch of an automated VAT registration system for invoices, a transparent mechanism for VAT refunds, an electronic taxpayer account, a Single Window system at the customs, improved procedures for granting special permits for the use of subsoil, and conducting special auctions for the use of subsoil, reducing port fees by 20% from January 1, 2018, improving the certification and inspection procedures in the agro-industrial complex, launching the Available Medicines program and reforming public procurement mechanisms for the medicines and health products, the launch of the e-Health system and the creation of the National Health Service of Ukraine to ensure the further development of medical reform in Ukraine, etc.
