There is a war in Ukraine.

Our losses - infrastructure, economic, human - are extremely high.

More than $600 billion in direct losses. More than 5 million Ukrainians are forced to seek shelter abroad. More than 12 million Ukrainians have left their homes. One third of Ukrainian business has stopped.

Today we are hosted by the country of the European Union, Poland, so I will say as follows - the Ukrainian army is fighting right now "W imię Boga za naszą i waszą wolność" (In the name of God for both our and your freedom).

And to win we need today four things - arms, sanctions, funding and a European perspective.

Arms - to protect Ukraine and the whole of Europe from the aggressor.

Sanctions so that the aggressor has no opportunity to further finance the war.

Funds - to support our people and our economy.

European integration, as it is the ideological choice of Ukrainians.

Today is a donors' conference, so I will focus on funding issue.

Ukraine together with our partners around the world is preparing a Recovery Plan and the Recovery Fund of Ukraine - United24 Recovery.

We are planning not just to rebuild what was destroyed or ruined by the oppressor. We are striving to build a new European country. From green technologies to European construction standards. From agricultural processing to self-sufficiency in the energy domain. From the development of the military-industrial complex to climate modernization. From the free European market to the urban spaces of the modern age.

And we are planning to embark on that now. And we are striving to be a member of the European Union yet today. We need recognition in the European family nowadays. Because we stand "For our and your freedom."

We are well aware of what ambitious goals we have set. And we believe that the whole world will help us. Financially, legislatively, creatively… Each of you can help build your part of the country of dreams - the future Ukraine.

This is not an allegory. We have created the Ukraine Recovery Fund. And each of you can join in helping Ukraine.

People, corporations, countries, organizations. Everyone can join. Everyone can help.

We are also drafting a Recovery Plan for Ukraine. And we offer every state, every region, every city to participate.

For its part, Ukraine is developing recovery parameters for each sector. In synergy we will shape the vision of each particular Ukrainian city and the Ukrainian economy as well. We will determine which technologies and areas are preferred, which rules business should abide by, what future Ukraine we should build. Modern, European, environment-friendly and developed.

And aftermath we invite every country, every region, every city in the world to directly take part in the reconstruction.

One month ago, the President of Ukraine and I called on European cities to take patronage over their mutilated Ukrainian sister cities. The outcome has exceeded my expectations. The United Kingdom has agreed to take care of the restoration of the Kyiv region. Denmark took under the patronage Mykolayiv. Greece is ready to help Odesa.

This is a good start. But Kharkiv, Sumy, Chernihiv are waiting for your help. Hundreds of towns and villages across our country are waiting. And I know exactly, they will get this help.
