Military tax 2025: Ukrainians' contribution to financing Ukraine's defense

According to preliminary data from the Treasury, in 2025, revenues from the military tax to the general fund of the State Budget amounted to UAH 163.6 billion.

The military tax is a nationwide payment introduced in 2014 to meet the financial needs of the security and defense sector. In the context of full-scale war, it remains one of the tools for mobilizing the state's internal resources.

It should be noted that, according to operating data from the Treasury, expenditures from the general fund of the State Budget for security and defense in 2025 amounted to almost UAH 2.67 trillion. This means that the state allocated an average of over UAH 7.3 billion daily to defense needs.

For comparison, the proceeds from the military levy at the end of 2025 provided funding for the state's defense expenditures for 22 days. This is an additional 22 days of our lives, providing for our defenders, business activities, and the country's viability.

This clearly demonstrates the real contribution of the military tax to ensuring the stability of Ukraine's security and defense sector. During the war, every day is important, because for Ukrainians, the main thing is to hold out one day longer than the russian invaders.

The Ministry of Finance emphasizes that the military levy is an element of nationwide solidarity in wartime. The funds paid by taxpayers are directed toward priority needs—ensuring defense and security.

In addition to revenues from the military levy, other payments controlled by tax and customs authorities were also directed toward the defense of Ukraine, including income tax, VAT, personal income tax, excise tax, rent payments, dividends from state-owned enterprises, and other taxes and fees, as well as revenues from domestic borrowing (domestic government bonds).

In 2025, the state maintained the priority of financing the defense sector, while ensuring macro-financial stability and, with the help of international assistance, fulfilling its social obligations.

The Ministry of Finance of Ukraine will continue to ensure transparent and effective management of budget funds in order to strengthen the state's defense capabilities and financial stability in wartime.

According to preliminary data from the State Treasury Service, the general fund of the State Budget received UAH 2.66 trillion in 2025.
