Amendments to the terms and conditions for obtaining preferential mortgage loans under the eOselia programme have come into force, allowing borrowers to purchase not only apartments but also houses or townhouses.
"The Government continues to implement the eOselia mortgage lending programme, which is in high demand among the population. Since the launch of the programme, 6,916 families have already received loans. The Government plans to issue 12,000 housing loans in 2024 and 23,000 in 2025, for a total of UAH 56.6 billion. To this end, the Ministry of Economy, together with Ukrfinzhytlo and partner banks, are working to make the eOselia programme as accessible as possible to a wide range of citizens by expanding the opportunities for lending for real estate. As of today, borrowers can now buy not only apartments in apartment buildings, but also private houses or townhouses," said Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.
When purchasing residential buildings, the exception will be country and garden houses, or houses built on plots other than residential and public land.
The maximum loan limit under the eOselia programme for the purchase of houses was also increased. The standard area of a residential building for the purchase of which a loan is granted should be no more than 62.5 square metres of total area for a family of one person (single person) and an additional 21 square metres for each additional family member. In other words, a family of three can get a loan to buy a house of up to 104.5 square metres.
The requirements for the date of commissioning of houses are the same as for apartments:
representatives of certain professions (contract servicemen of the Armed Forces of Ukraine, teachers, doctors and scientists) who can take out a loan at 3% and veterans at 7% can buy private houses for up to 10 years in Kyiv and regional centres, without restrictions in other settlements;
IDPs and other Ukrainians who can take out a loan at 7% can buy private houses for up to 3 years, regardless of the locality.
In addition, the maximum cost per square metre in a particular location was brought in line with market realities. Thus, the maximum cost of housing was reduced for the cities of Kyiv, Dnipro, Lviv, Odesa, and Kharkiv. The ratio of the indirect cost of construction per square metre was changed from 2.5 to 2. At the same time, the ratio for settlements with a population of less than 100,000 was increased from 1 to 1.75. This increases the social focus of the programme.
It should be reminded that the affordable lending programme is now available to representatives of certain professions and citizens who do not own housing or want to improve its conditions. For contract servicemen of the Armed Forces of Ukraine, teachers, doctors and scientists, the preferential rate is 3% per annum. For other categories - combatants, veterans, IDPs and other citizens - the mortgage rate is 7%.

The eOselia programme was launched in October 2022. The programme is implemented by the Ministry of Economy jointly with the Ministry of Digital Transformation and Ukrfinzhytlo. The partner banks of eOselia are Oschadbank, Privatbank, Ukrgasbank, Globus Bank, Sky Bank, Ukreximbank and Sense Bank.
