The Verkhovna Rada approves Ukraine's State Budget for 2026: social component among key elements


The Verkhovna Rada of Ukraine has approved the Law “On the State Budget of Ukraine for 2026.” The document provides for stronger social components and ensures funding for key areas of state support for the population.

The total amount of expenditures allocated to the Ministry of Social Policy, Family, and Unity of Ukraine is UAH 468.5 billion.

The primary social areas of the 2026 Budget are as follows:

1. Payment of pensions from the state budget – UAH 251.3 billion.

2. Support for citizens in difficult life circumstances – UAH 102.7 billion, including:

  • UAH 9.2 billion – basic social assistance;
  • UAH 48.4 billion – support for internally displaced persons.

3. Support for families with children – UAH 52.7 billion, including UAH 24.5 billion allocated to launch new programs:

  • one-time payment for the birth of a child – UAH 50,000;
  • monthly allowance for caring for a child under one year of age – UAH 7,000;
  • monthly allowance for childcare from one to three years of age - eYasla - when parents return to work – UAH 7,000;
  • one-time financial assistance to first-grade pupils, School Starter Package – UAH 5,000.

4. Social protection of persons with disabilities – UAH 9.9 billion.

5. Subsidies and benefits – UAH 42.3 billion.

6. Development of the social services system – UAH 2.4 billion.

7. Other social payments – UAH 2.1 billion.

After the Verkhovna Rada adopts the Law of Ukraine “On the State Budget for 2026” in the second reading and as a whole, the document is forwarded to the President of Ukraine for signature. After signing and official publication, the law comes into force, providing the legal basis for financing all state programs and obligations in 2026.
