The Verkhovna Rada ratified Agreement on the activities of Bank Gospodarstwa Krajowego in Ukraine


At its meeting on February 26, 2026, the Verkhovna Rada of Ukraine ratified the Agreement between the Government of Ukraine and the Government of the Republic of Poland on the activities of Bank Gospodarstwa Krajowego (BGK) in Ukraine. 

"The ratification of the Agreement will create a legal basis for BGK's activities in Ukraine and will allow the bank to provide financial and technical assistance to the Government of Ukraine, state and private institutions and organizations in the implementation of investment projects, in particular within the framework of the Ukraine Facility. Assistance will be provided in the form of grants, loans, or other financial instruments, such as export support or guarantees. Projects will be determined in cooperation between the governments of Ukraine, Poland, and BGK," said Deputy Minister of Economy, Environment, and Agriculture of Ukraine Yegor Perelygin.

The agreement on BGK's activities in Ukraine was signed on September 25, 2025, by Oleksii Sobolev, Minister of Economy, Environment, and Agriculture of Ukraine, and Andrzej Domański, Minister of Finance and Economy of Poland.

The document will allow BGK to obtain a status similar to that enjoyed by development institutions and banks operating in Ukraine.

Under the agreement, BGK will be eligible to perform its functions by:

• establishing representative offices in Ukraine;

• hiring staff with Ukrainian, Polish, or other citizenship;

• conducting negotiations, concluding contracts, providing and receiving guarantees, and carrying out any other activities necessary for the implementation of projects in the manner and by the methods specified in the agreement.

BGK, which already cooperates with Ukrainian banks to support the SME sector, will be allowed to introduce preferential financial instruments in Ukraine using Ukraine Facility instruments.
