Verkhovna Rada ratifies documents launching Ukraine Support Loan: EUR 60 billion to support defence needs
The Verkhovna Rada of Ukraine has ratified the Memorandum of Understanding on macro-financial assistance to Ukraine under the Ukraine Support Loan, as well as the Agreement on the Ukraine Support Loan.
This paves the way for a EUR 90 billion European Union support mechanism for Ukraine covering 2026–2027. Of the total amount, EUR 60 billion will be allocated for defence needs.
Defence support in 2026
In 2026, Ukraine expects to receive EUR 28.3 billion in defence support under the Ukraine Support Loan.
The first defence tranche, amounting to EUR 5.9 billion, will be directed towards Ukrainian drone production, strengthening the defence industry, and urgent supplies for the front line.
Investing in Europe’s security
“Every euro invested in Ukraine’s defence strengthens European security. Ukraine continues to deter russian aggression and protect Europe. Ukraine will continue working with its partners to secure additional resources to meet the critical needs of the Defence Forces,” said Minister of Defence of Ukraine Mykhailo Fedorov.
