First online auction for the allocation of the renewable energy support quota announced in Prozorro.Sale
For the first time in Ukraine, SE Guaranteed Buyer has announced an online auction for the allocation of support quotas for enterprises producing electricity from alternative energy sources in the state electronic trading system Prozorro.Sale. Guaranteed Buyer SE performs the state's function of purchasing green energy from private producers.
"Only at the end of summer, we increased the quota for support of electricity producers from alternative sources to 110 MW for 2024 and have already held the first auction in the Prozorro.Sale system. This tool provides investors with long-term guaranteed support, which will allow them to attract credit resources, create jobs and new generating capacity. This auction is not the last one, with more to follow in the autumn. According to the distribution of additional support quotas, solar power plants will account for 11 MW, wind power plants - 88 MW, and other types (biomass, biogas, small hydropower plants) - 11 MW," said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.
"Green transformation and development of renewable energy sources is one of the priorities of the state energy policy. And the introduction of the first green online auctions is a step towards predictability and transparency of the renewable energy market, attracting investments in this area," said Energy Minister German Galushchenko.
The first lot was an additional annual support quota for solar generation of 11 MW. According to the terms of the auction, the plant must be located on the left bank of the Dnipro River, except for the temporarily occupied territories and the area of active hostilities.
The auction is open to all bidders, except for persons associated with the aggressor state and other categories defined by law. To participate in the auction, you need to register on the accredited Prozorro.Sale platform and submit an offer consisting of the capacity and price.
"The service for the sale of quotas for the support of electricity producers from alternative sources from Prozorro.Sale is a new digital tool created and launched by Prozorro.Sale JSC with the support of the Ministry of Economy of Ukraine and the USAID Energy Security Project. The introduction of a unified and accessible service for the sale of support quotas for business will create uniform conditions for the interaction of market participants. In turn, transparent competition at the auction helps to determine the market price of the asset," said Serhii But, CEO of Prozorro.Sale.
In accordance with the current legislation, the auction will be held to reduce the price in order to reduce the cost of green electricity produced by market participants for consumers. The maximum price offer is 9 euro cents per 1 kWh. Applications from potential participants are accepted until 30 November 2024, and the auction will take place in November 2024.
As a reminder, by order No. 757-r dated 13 August 2024, the Cabinet of Ministers of Ukraine, upon the submission of the Ministry of Energy, approved the schedule of pilot online auctions in the Prozorro.Sale system for the distribution of the RES support quota.
