
Gov’t made changes to 707 investment programs and projects to the tune of UAH 6.9 bn
The Government has approved an order to redistribute funds for 707 investment programs and regional development projects financed from the State Regional Development Fund. The Government's decision will allow to make changes to 25 projects and to reduce funding by more than UAH 224 million due to projects in which there are risks of misappropriation of funds by the end of 2019.
Apart from that, the Cabinet of Ministers endorsed an order that would allow the purchase of equipment to the tune of UAH 70 million to issue passports, driver's licenses and documents for vehicle registration through the Centers for the provision of administrative services (CASP). This is of critical importance for the citizens of remote settlements and consolidated territorial communities.
In addition, the Government has reinforced requirements for the safety of food and animal feed imported into Ukraine. This means that to the specified products there will be determined special import conditions during import and shipment to Ukraine, in order to reduce the risks of dangerous diseases, as is customary in the EU.
The Cabinet of Ministers also reduced the number of justice departments from 27 main territorial offices to 8 interregional offices. This will enable to reduce the number of units within the structure of the Ministry of Justice of Ukraine, optimize their structure and spendings, improve control over their work and improve management practices at the interregional level.
Moreover, the Government granted Inter-regional status to the Strategic Investigation Department of the National Police of Ukraine. This is a step towards fulfilling the Government's Program objective, namely to reduce the level of crime throughout Ukraine, to systematically combat organized crime, criminal networks, crime bosses.
Besides, the Government made a decision that will, in the long run, allow Ukraine to receive a EUR 20 million lending for small and medium-sized businesses from the European Investment Bank. The said decision is implemented within the scope of the Framework Agreement between Ukraine and the European Investment Bank.
The Cabinet of Ministers adopted a number of personnel decisions
In particular, 8 Deputy Ministers have been appointed, one of those is First Deputy Minister of Energy and Environmental Protection Vitalii Shubin.
Hence, the Government appointed:
Yulia Guseva – as Deputy Minister of the Cabinet of Ministers;
Konstiantyn Chyzhyk – as Deputy Minister of Energy and Environmental Protection for European Integration;
Oleksiy Sivirin - Deputy Minister of Culture, Youth and Sports.
Four Deputy Ministers have been appointed to the Ministry of Digital Transformation:
Olexandr Borniakov – as Deputy Minister;
Liudmyla Rabchynska - Deputy Minister (since October 15, 2019);
Olexandr Shelest - Deputy Minister;
Valeria Ionan - Deputy Minister for European Integration.
The Government has dismissed Ksenia Liapina from the post of the Head of the State Regulatory Service.
In addition, the draft decrees and orders of the President on appointment of heads of regional and district state administrations were considered. Among those are proposals for the appointment to the post of the Head of Odessa Regional State Administration Maxym Kutsyy, the Head of Ternopil Regional State Administration - Ihor Sopel, the Head of Berdychiv District State Administration in Zhytomyr Region - Liudmyla Dymydiuk, the Head of Zhytomyr Regional State Administration – Yurii Okhanskyy, Head of Chudnivska Regional State Administration - Olexandr Khomych.
