On March 17, 2022, at a meeting of the Cabinet of Ministers of Ukraine, amendments were made to the Procedure for the Exercise of Powers by the State Treasury Service in a Special Regime under Martial Law (hereinafter - the Procedure).

The decision was made with an aim to ensure the adoption of effective and operative management decisions on the financial support of the primary needs of the state, aimed at repelling armed aggression against Ukraine, the needs of territorial defense and support of local infrastructure.

Amendments have been made to paragraph 2 point 19 of the Procedure regarding the expansion of the list of second-tier expenditures for which payments are made by the Treasury on behalf of clients, supplementing it, in particular, with the following expenditures:

- implementation of measures and programs to support the Armed Forces of Ukraine and territorial defense units;

- payment for training services in vocational (technical) educational institutions;

- carrying out repair works and purchasing materials for the arrangement of places of temporary stay of internally displaced persons (evacuated);

- purchase of materials for repair of heat, water, electric networks;

- purchase of seeds and plant protection products for spring field work.

The adopted resolution makes it possible to expand the list of second-tier expenditures for which payments are made on behalf of clients, taking into account the resource provision of the single treasury account amid martial law.
