Government approves decision to amend the Regulations on the Ministry of Defense of Ukraine

At the sitting of the Government, it was decided to amend the Regulation on the Ministry of Defense of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine of November 26, 2014 №671.

Therefore, the amendments envisage bringing certain provisions of the Regulation in line with the updated legislation of Ukraine, such as: formulating proposals to the requirements and priorities of the main indicators of the consolidated three-year plan of procurement of defense goods, works and services under closed procurement. This plan also includes providing tactical and technical tasks to executors of state contracts on defense procurement. This also applies to the performance of the functions of the authorized body for state quality assurance, the main body in the field of defense procurement and the state customer in the field of defense.

The development of an effective system of strategic communications in the Ministry of Defense and the Armed Forces of Ukraine has been improved.

Changes also concerned ensuring the functioning of the military accounting system for conscripts, those liable for military service and reservists. The way to solving is to provide electronic information interaction with public authorities, in order to improve certain issues of military service and military accounting.

In addition, the resolution stipulates for bringing certain provisions of the Regulation in line with the terminology and legislation on higher education.

Within the powers defined by law, the implementation of state policy in the field of mine action is envisaged.

From now on, ensuring internal control is within the authorities of the Ministry of Defense, on enterprises, institutions and organizations belonging to its management, as well as the implementation of methodological guidance and control over compliance with legislation on accounting, financial and budgetary reporting in the Armed Forces of Ukraine and the State Special Transport Service .

In accordance with the amendments to the Regulations, the powers of the Minister of Defense of Ukraine are supplemented by a norm to provide by the President of Ukraine as the Supreme Commander-in-Chief of the Armed Forces of Ukraine general leadership of national resistance.

Ensuring the organization by the Minister of Defense of internal control and internal audit, their implementation in the Ministry of Defense, the Armed Forces of Ukraine, the State Special Transport Service, enterprises, institutions and organizations belonging to the sphere of management of the Defense Ministry. Also the implementation of the general management of the Military Law Enforcement Service in the Armed Forces of Ukraine.
