The Government has regulated a procedure to investigate the deaths of health care workers who provide care to patients with COVID-19 as a result of contracting the disease. Today the Resolution of the Cabinet of Ministers of Ukraine "Certain issues of investigation of cases of death of separate categories of medical workers" is adopted. The draft act was developed on the commission of the Prime Minister of Ukraine Denys Shmyhal based on the results of a conference call chaired by the President of Ukraine on December 21, 2020.
Thus, the Resolution settles the procedure for investigating cases of death of medical workers of state and municipal health care institutions providing primary, emergency, as well as inpatient secondary (specialized) and tertiary (highly specialized) medical care to patients with COVID-19, which applies to such cases of deaths that occurred during the quarantine established by the Cabinet of Ministers of Ukraine and within three months from the date of its completion. In particular, the procedure for establishing and operating a commission to investigate such cases, deadlines for providing opinions, etc. has been determined.
The Procedure for making insurance payments in case of illness or death of medical workers in connection with infection with acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2 and determining their amount has also been amended.
Regulating the procedure for investigating the deaths of health care workers providing care to patients with acute respiratory illness COVID-19 in the performance of their professional duties will ensure compliance with state guarantees provided for in Article 39 of the Law of Ukraine "On Protection of Population from Infectious Diseases". Also, the implementation of the Government's decision will facilitate the receipt of insurance benefits provided for in Article 39 of the Law of Ukraine "On Protection of the Population from Infectious Diseases".
