The Cabinet of Ministers of Ukraine, within the framework of a policy of the development of the extractive industry, engages in elaboration of additional mechanisms for attracting resources to state-run mines, including in the form of government guarantees, in order to properly finance the industry. This was stated by Prime Minister of Ukraine Volodymyr Groysman during A Question Time for the Government at the Verkhovna Rada of Ukraine.

"We are working to draw state guarantees for the modernization of mines", the Head of Government said. "Unfortunately, corruption is rampant in state-owned coal enterprises. Hence, I’ve set the task to the Minister (Minister of Energy and Coal Industry Ihor Nasalyk – ed.) to remove all "the inspectors" from the mines. They make money off the enterprises. We have also adopted a decision that 75% of the enterprises' revenues should be directed to pay wages to the miners, and we will prolong our policy."
