Government approves measures to ensure electricity supply during the 2025/26 autumn-winter period

The Cabinet of Ministers of Ukraine has adopted the order “On measures to ensure the supply of electricity during the 2025/26 autumn-winter period”.

“As a result of large-scale damage to Ukraine’s energy infrastructure caused by the armed aggression of the russian federation, the united energy system of Ukraine is operating under conditions of increased load and a deficit of electricity generation. The decision adopted by the Government will enable a more even distribution of load between the regions of Ukraine, increase the stability of the united energy system under martial law, and reduce social tension among household consumers,” said Acting Minister of Energy Artem Nekrasov.

The order provides for the introduction of additional organisational measures to rationally distribute capacity and prevent emergency operating modes of the united energy system, thereby reducing the number of scheduled hourly power-outage queues for household consumers.

These include, in particular:

  • reviewing the lists of critically important facilities guaranteed priority electricity supply, with a view to optimising them and freeing up volumes of electricity for household consumers;
  • carrying out comprehensive verification of distributed generation facilities in order to bring unused capacities into operation;
  • creating conditions for state-owned enterprises to purchase imported electricity;
  • strengthening energy-saving measures, including restrictions on outdoor lighting;
  • improving road safety by identifying sections that must remain illuminated;
  • ensuring that the State Inspectorate for Energy Supervision monitors the implementation of the introduced measures.
