Government approves types of mine action activities and their correspondence to types of economic activity

The Cabinet of Ministers of Ukraine has approved a decree on approving the list of types of mine action, bringing them in line with the Law “On Mine Action”. From now on, there will be eight types of economic activity, each of which corresponds to a separate type included in a Classifier of Economic Activities (KVED). Some of them will relate to types of work in mine action, while others will be related to the production of goods and services in the field of mine action.

"Over several years, we have built a comprehensive system of mine action: from creating a market for humanitarian demining to manufacturing domestic machinery and equipment for these needs. Accordingly, the number of activities in the sector and companies involved has increased. That is why bringing the list of economic activities in line with the Law “On Mine Action” is a long-overdue decision," said Deputy Minister of Economy, Environment and Agriculture of Ukraine Ihor Bezkaravainyi.

The order approved the following list of mine action activities and their correspondence to the KVED classifier:

  • Manufacture of robotic machines and equipment for demining, soil preparation, and disposal of explosive substances (28.99);
  • Manufacture of UAVs with equipment used for surveying areas contaminated with explosive ordnance (30.30);
  • Disposal (destruction) of explosive ordnance (38.22);
  • Non-technical and technical survey of territories, clearance of territory from explosive ordnance (39.00);
  • Certification of mine action operators and processes (71. 20);
  • Informing the public about the dangers of ERW and training on preventing risks associated with ERW; inspection of demined (cleared) territories (74.90);
  • Training, retraining and advanced training of specialists in the field of primary health care (85.32);
  • Assistance to victims of ERW, their rehabilitation (88.99).

Experts from the Ministry of Economy, Environment and Agriculture of Ukraine together with the Ministry of Defense of Ukraine and the State Statistics Service worked on the development of mine action activities. The amendments to the list of economic activities were prepared in accordance with the instruction of the Prime Minister of Ukraine regarding paragraph 2 of the Minutes of the meeting of the National Mine Action Authority of March 20, 2025.
