Government approved privatization conditions for four major enterprises: auctions of state and sanctioned assets to be held in October


In October 2026, the State Property Fund of Ukraine shall conduct four auctions for the sale of large privatization objects and confiscated sanctioned assets. This is another step by the state toward attracting private investment, restoring the operation of major enterprises, creating and returning jobs, and transforming assets that have long been idle or belonged to russian owners into resources for Ukraine’s development.

“Privatization today is about relaunching enterprises, creating new jobs, supporting Ukraine’s economy, and effectively using state and confiscated assets for the country’s benefit. Each successful auction is also a signal to international business that Ukraine continues reforms and remains open to investment even in conditions of full-scale war,” noted Daria Marchak, Deputy Minister of Economy and Environment of Ukraine.

October 13 – Sumykhimprom PJSC

One of Ukraine’s largest chemical complexes, specializing in the production of phosphate mineral fertilizers, titanium dioxide, and industrial pigments.

October 19 – Odesa Port Plant JSC

A strategic enterprise of Ukraine’s chemical industry and the largest transshipment hub for ammonia and urea on the Black Sea, with unique production and port infrastructure.

October 20 – Demurinsky Mining and Processing Plant LLC (sanctioned asset)

A leading Ukrainian enterprise for the extraction and processing of titanium-zirconium ores. Previously owned by russian oligarch Mikhail Shelkov. The plant’s titanium raw materials were used by russia’s military-industrial complex for weapons production.

October 20 – Motordetal-Konotop LLC (sanctioned asset)

One of the largest producers in Europe of cylinder liners for automotive, marine, industrial engines, and specialized machinery. Previously, the enterprise was owned by russian senator Sergii Kalashnikov.

All objects will be sold through the electronic trading system Prozorro.Sales, which guarantees transparency, competitiveness, and equal access for participants to auctions. The transparent sales procedure allows bidders themselves to determine the fair value of assets and attract a wide range of investors.

According to legislation, 100% of proceeds from the sale of confiscated sanctioned assets are directed to the Fund for Eliminating the Consequences of Armed Aggression. These resources are used to restore housing, critical infrastructure, and other facilities destroyed by russian aggression. At the same time, proceeds from the privatization of state enterprises go to Ukraine’s state budget and are allocated to finance the security and defense sector, including the needs of the Armed Forces of Ukraine.

Transferring enterprises to effective private investors also means modernization of production, restarting idle capacities, creating new jobs, preserving workforces, and increasing tax revenues at all levels. Successful privatization auctions during wartime demonstrate investor confidence in Ukraine and confirm the state’s ability to ensure transparent and competitive business rules even under full-scale aggression. This is an important signal to international partners and investors that Ukraine is already today a promising destination for investment and future economic growth.

It should be recalled that in January this year, the Cabinet of Ministers adopted a resolution enabling faster and more efficient sales of assets subject to court sanctions in the form of confiscation to the state. On July 17, it approved the conditions for the sale of Odesa Port Plant JSC, as well as the conditions for the sale of sanctioned assets of Demurinsky Mining and Processing Plant LLC and Motordetal-Konotop LLC.
