Government approves procedure for using Japan’s grant aid of JPY 4 billion (UAH 1.1 billion)

Ministry of Internal Affairs of Ukraine, posted 08 April 2026 20:28

The Government has approved the procedure for using Japan’s grant aid of JPY 4 billion (UAH 1.1 billion) under an agreement with JICA and immediately allocated these funds to the Ministry of Internal Affairs and the State Emergency Service.

The grant covers two key areas—demining and medical assistance—and is provided in the form of equipment.

The needs were identified by the Ministry of Internal Affairs and agreed upon with the Japanese side.

Humanitarian demining. UAH 984 million is allocated to the State Emergency Service for the purchase of machinery and equipment, as well as for public education on mine safety.

This involves strengthening the capabilities of deminers—from demining equipment to protective gear and programs to inform the public about the risks of explosive objects.

Medical assistance. An additional UAH 140 million has been allocated to the Ministry of Internal Affairs to equip medical facilities. This includes equipment for the treatment and rehabilitation of victims, particularly those with mine- and explosive-related injuries, which account for a significant portion of the casualties.

The Government’s decision effectively launches the full implementation of the agreement signed in January: the assistance previously agreed upon is moving into the phase of concrete deliveries of equipment and supplies.
