Government approves procedure for operation of State Agrarian Register

The Cabinet of Ministers of Ukraine has adopted the resolution “On Certain Issues of Functioning of the Information and Communication System ‘State Agrarian Register’.” This marks a significant step in the digitalisation of the country’s agricultural sector.

The document was developed by the Ministry of Agrarian Policy and Food in accordance with the Law of Ukraine “On the Information and Communication System ‘State Agrarian Register’” to establish procedures for the management, administration, and integration of the State Agrarian Register (SAR) with other state registers, as well as to ensure the functioning of the SAR and its subsystems. The goal is to approve the operational procedures for the SAR and the State Register of Agricultural Producers.

“These innovations will promote the development of digitalisation in agrarian policy, enhance the efficiency of state management, and support agricultural producers and water user organisations. They will also provide rapid access to analytical information for decision-making,” said Minister Vitalii Koval.

Key innovations include the approval of the procedure for maintaining the State Register of Agricultural Producers, which will enable the identification of all agricultural producers and the agricultural activities they undertake.

The resolution provides for:

  • Improving mechanisms for providing state support to agricultural producers, ensuring transparency and fairness in resource allocation;
  • Facilitating integration with other state registers, cadastres, and information systems for data unification and updating;
  • Ensuring compliance with legislative requirements on personal data protection and cybersecurity.

As part of European integration processes, the adoption of the resolution will also contribute to the implementation of the Ukraine Facility plan, particularly regarding the provision of state support in agriculture through the SAR.
