Government approves fifth allocation of subvention for modernisation of school canteens in 2025

The Cabinet of Ministers of Ukraine has approved the resolution “On the allocation of subvention from the state budget to local budgets for the implementation of a public investment project to purchase equipment, establish, and modernise (including reconstruction and major repairs) canteens (kitchen facilities) in educational institutions, including military (naval, sports-military) lyceums and lyceums with enhanced military-physical training in 2025.”

The subvention for modernising canteens this year amounts to UAH 960 million. The fifth allocation of funds, totalling UAH 114,350,300, has been distributed across 11 projects selected through a competitive process.

Applicants submitted project proposals to obtain state subvention for purchasing equipment and modernising canteens in general secondary education institutions via the DREAM ecosystem, which automatically generated a ranked list of projects based on a points-based priority assessment system.

The evaluation of project applications for compliance with requirements and criteria was conducted by a Ministry of Education and Science commission, with the involvement of independent experts. The selection of project applications to form proposals for distributing the subvention among local budgets took place during commission meetings attended by representatives of Regional State Administrations and territorial communities.

The selection of projects for funding is ongoing.

Who can participate?

  • Military lyceums and lyceums with enhanced military-physical training.
  • Educational institutions with at least 200 students, except for schools that are the only ones in their community and have at least 100 students.
  • Institutions conducting education in in-person or hybrid formats and that have shelters or plan to establish them by the end of the year.

Key participation conditions include the availability of project documentation and its expert review, technical capacity for logistics based on the “hub kitchen” model, and a guarantee of co-financing from local budgets.

The provision of subvention from the state budget to local budgets for purchasing equipment, establishing, and modernising canteens (kitchen facilities) will significantly support communities in implementing the school nutrition reform, initiated by First Lady Olena Zelenska. This reform aims to provide children with high-quality, nutritious meals in educational institutions, while fostering a culture of healthy eating and promoting it among Ukrainian families.
