Government approves updated list of pollutants

The Cabinet of Ministers has approved a new list of hazardous substances and factors subject to control.

On 1 September 2025, the Government adopted the resolution “On Amendments to the Resolution of 29 November 2001 No. 1598,” developed to comply with Article 11 of the Law of Ukraine “On Integrated Prevention and Control of Industrial Pollution.”

The resolution establishes a list of the most common and dangerous pollutants, as well as physical and biological factors, whose emissions into the atmosphere will now be regulated. This decision aligns with European practices and brings Ukraine closer to EU environmental standards.

The adoption of this document is a significant step in implementing the Law on Integrated Prevention and Control of Industrial Pollution.

As a reminder, the Law of Ukraine “On Integrated Prevention and Control of Industrial Pollution” introduces a European mechanism for reducing industrial emissions, which has proven effective in EU countries, where air pollution levels have decreased by 40–85% over the past 15 years, depending on the pollutant. The adoption of this law was one of the indicators of the Ukraine Facility, which Ukraine fulfilled on time. The law implements the European Directive 2010/75/EU, thereby advancing Ukraine’s commitments to align its environmental legislation with EU standards in the process of EU accession.
