Government approves mechanism for authorising persons in the field of plant protection
The Cabinet of Ministers of Ukraine has established a unified mechanism for granting and revoking authorisation for persons who will perform certain official functions in the field of plant protection. In particular, the resolution sets out the requirements for applicants, the list of required documents, the compliance assessment procedure, and the grounds for decisions to grant or revoke authorisation. The relevant resolution was adopted on 15 July.
The new procedure will:
- establish a transparent procedure for authorising persons to carry out specified activities in the field of plant protection;
- enable authorised private individuals to perform certain official functions delegated by the state;
- help create new jobs;
- reduce corruption risks through clear and uniform rules for granting authorisation;
- improve oversight of training on the safe handling of plant protection products and the technical inspection of equipment used to apply them;
- strengthen the confidence of international partners in Ukraine as an exporter of crop products.
The document is an important step towards harmonising Ukrainian legislation with European Union law and fulfilling Ukraine’s international obligations in the field of sanitary and phytosanitary measures under the EU–Ukraine Association Agreement.
The adopted resolution establishes a transparent and clear system for authorising persons in the field of plant protection in line with European approaches. It is an important step towards modernising state regulation, developing the market for professional services, increasing confidence in Ukraine’s regulatory system, and strengthening the export potential of agricultural products.
The adoption of the resolution forms part of a comprehensive reform of state regulation in the field of plant protection, aimed at introducing modern, transparent and European approaches to official controls and other official measures in this area.
The resolution will enter into force simultaneously with the Law of Ukraine “On State Regulation in the Field of Plant Protection” on 17 January 2028.
