Government approves fourth allocation of subvention for modernising school canteens in 2025

The Cabinet of Ministers of Ukraine has approved the resolution “On Certain Issues of Allocating Subvention from the State Budget to Local Budgets for the Implementation of a Public Investment Project for the Purchase of Equipment, Creation, and Modernisation (Including Reconstruction and Major Repairs) of Canteens (Kitchen Facilities) in Educational Institutions, Including Military (Naval, Military-Sports) Lyceums and Lyceums with Enhanced Military-Physical Training in 2025.”

The subvention for modernising canteens this year amounts to UAH 960 million. The fourth allocation of funds has been made, totalling UAH 158,054,500 based on submitted requests. These funds have been distributed across 13 projects selected through a competitive process.

Applicants submitted project proposals for state subvention to purchase equipment and modernise canteens in general secondary education institutions via the DREAM ecosystem, which automatically generated a ranked list of projects based on a scoring system assessing their priority.

The evaluation of project applications for compliance with requirements and criteria was conducted by a commission of the Ministry of Education and Science, with the involvement of independent experts. The selection of project applications to propose the allocation of subvention funds among local budgets took place during commission meetings attended by representatives of regional state administrations and territorial communities.

The selection process for project funding is ongoing.

Who can participate?

  • Military lyceums and lyceums with enhanced military-physical training.
  • Educational institutions with at least 200 students, except for schools that are the only ones in their community and have at least 100 students.
  • Institutions conducting education in in-person or blended formats and equipped with or planning to establish shelters by the end of the year.

Key conditions for participation include the availability of project documentation and its expert review, technical capacity for logistics under the “hub kitchen” technological model, and a guarantee of co-financing from local budgets. This reform aims to ensure children receive high-quality, nutritious meals in educational institutions while fostering a culture of healthy eating and promoting it among Ukrainian families.
