
Government has identified the main areas of cooperation with the Ukraine Donor Platform to ensure stability and development: Prime Minister
Budget support, sustainable financing for the reconstruction of infrastructure, housing and energy, economic development and investment attraction on the way to the EU are the main priorities of cooperation between the Government and the Ukraine Donor Platform this year.
This was emphasised by Prime Minister Denys Shmyhal during the 13th meeting of the Steering Committee of the Ukraine Donor Platform held in Kyiv on 2 April.
According to him, the budget support for Ukraine for 2025 in the amount of USD 39.3 billion has been confirmed by international partners. At the same time, Denys Shmyhal stressed the need to plan measures for the next year to avoid a reduction in external financial assistance, which is critical for Ukraine’s stability.
The Prime Minister emphasised the importance of the ERA initiative and the allocation of funds to Ukraine from the proceeds of the immobilised russian assets.
“The first tranches under this mechanism have already replenished the budget of Ukraine and contributed to our macroeconomic stability. The next step is the complete confiscation of frozen russian assets. These funds should become a tool for Ukraine’s recovery, a symbol of responsibility and justice,” said Denys Shmyhal.
Another priority, according to Denys Shmyhal, within the framework of the Platform’s work is the programme for the restoration of Ukraine.
With the support of its partners, the Government continues its rapid recovery programme in 5 key areas: energy, housing, critical and social infrastructure, humanitarian demining, and support for the private sector.
“The Government has created the necessary mechanisms to ensure that the recovery is systematic, transparent and prioritised. We are talking about the reform of public investment management and the Single Project Pipeline approved by the Strategic Investment Council,” the Prime Minister said.
According to him, the Government, with the support of donors, has allocated almost USD 7.4 billion for priority recovery in 2025, but the overall shortfall in funding for reconstruction needs this year is almost USD 10 billion. Therefore, the Prime Minister said, it remains extremely important to fund other critical projects.
Denys Shmyhal also noted that Ukraine continues to move towards membership in the European Union and the goal in 2025 is to maximise sectoral integration and open negotiations in all 6 clusters.
“We are focused on the further implementation of joint agreements and the implementation of reforms necessary for Ukraine,” the Prime Minister stressed.
