Government adopts changes to defence procurement procedures for the period of martial law

A decision long-awaited by the arms and equipment manufacturing market is long-term contracts.

The Government has adopted changes to defence procurement procedures for the period of martial law. The decision was made in accordance with the orders of the Headquarters of the Supreme Commander-in-Chief. This was announced by Prime Minister Yulia Svyrydenko.

"From now on, the state customers have the right to conclude contracts for the procurement of goods, works and services from the Weapons of Victory list for the entire production cycle — from development and production to repair and renovation," the Prime Minister emphasised.

According to her, the needs will be formed not only for the current year, but also for the next two budget periods.

"This gives the army predictability and defence enterprises the opportunity to plan production, investments and increase capacity," the Head of Government stressed.

Yulia Svyrydenko also reported that the Government has updated its approach to prepayment. "Its amount and terms are now tied to the stages of work completion. This allows for rhythmic financing of production, without stoppages and cash gaps. In this way, we are creating conditions for the launch of new production facilities and the development of existing capacities in the defence-industrial complex," the Prime Minister stressed.
