Government adopts measures to simplify import of medicines to Ukraine

The Government has adopted several measures to ensure uninterrupted access to medicines, particularly those entering Ukraine as humanitarian aid.

One key change resolves legal ambiguity surrounding medicines imported as humanitarian aid. The regulatory framework now clearly states that these medicines are exempt from the standard state quality control procedures for medicinal products, with responsibility for their quality and safety resting with the recipient of the humanitarian aid. This establishes clear and transparent rules for organisations delivering such medicines without the intent of further sale, simplifying and accelerating the delivery of essential drugs to those in need.

Another measure streamlines the procedure for price declaration. Holders of marketing authorisations for medicines produced under contract at other companies’ facilities can now independently set wholesale prices and register them in the National Catalogue. Previously, this option was available only to direct manufacturers. This decision ensures uniform and transparent pricing rules for all market participants.
