Government improves procedure for one-off financial assistance to victims at critical infrastructure facilities
The Cabinet of Ministers of Ukraine has adopted a decision that improves and clarifies the procedure for granting and paying one-off financial assistance to individuals affected at critical infrastructure facilities as a result of the russian federation’s military aggression against Ukraine.
The amount of the one-off assistance is set at UAH 800,000 for persons with Group I disability, UAH 500,000 for Group II disability, UAH 200,000 for Group III disability, and UAH 1 million in the event of a person’s death.
In particular, the decision clarifies the procedure for preparing and certifying a personal instruction regarding the payment of assistance in cases of injury or death at critical infrastructure facilities involving a critical infrastructure operator’s employee, a civil servant or a local government official.
The mechanism for paying the difference between a previously received amount and a new amount of one-off assistance in the event of a change in disability status has also been regulated. In addition, the period during which individuals may exercise their right to receive such assistance has been defined as the duration of martial law and up to three years after its termination or cancellation.
From now on, eligibility for one-off financial assistance extends to individuals affected by the russian federation’s military aggression against Ukraine who, at the time of the incident, were present at critical infrastructure facilities, employees of critical infrastructure operators, as well as civil servants and local government officials.
The assistance will be granted and paid by the Pension Fund of Ukraine.
The decision also provides that where a person has received other one-off payments or insurance compensation related to the same injury or death under other legal acts in an amount lower than that provided for by the Law of Ukraine “On One-Off Financial Assistance for Damage to the Life and Health of Employees of Critical Infrastructure Facilities, Civil Servants and Local Government Officials Caused by the Military Aggression of the russian federation against Ukraine”, the difference between the amount established by the law and the amount already received will be paid.
In this way, the state guarantees that affected individuals or their family members will receive the full amount of support provided by law, regardless of any other sources of compensation.
