  • Government simplifies procurement procedure to increase energy efficiency

    The Government has made amendments to the procedure for public procurement of goods, works and services to facilitate work on improving the energy efficiency of budgetary institutions and the infrastructure of local communities. The relevant resolution was adopted at a meeting of the Cabinet of Ministers of Ukraine on 19 June 2023.

    “Improving the energy efficiency of buildings is part of our energy independence. Today, we have decided to simplify the procurement of energy services, with the main aim of speeding up the procurement process in order to reduce energy consumption before the next heating season. By simplifying the calculation of the baseline consumption and removing the obligation to approve the main terms of the contract with the managing body, the procurement of energy services can be shortened by 3-5 months and energy efficiency measures can be implemented by the next heating season,” explains Deputy Minister of Economy of Ukraine Nadiia Bihun.

    It is also envisaged that projects saving more than 50% of energy costs will be eligible for a direct contract, provided that the contractor has experience in implementing similar projects. In this case, however, it is assumed that after the conclusion of the energy service agreement, the customer must provide the State Agency on Energy Efficiency and Energy Saving with information on the results of its implementation every six months.

    According to the Ministry of Economy of Ukraine, the implementation of the relevant amendments will not only speed up the procurement procedure for energy services, but also create additional favourable conditions for attracting private investment in projects to improve the energy efficiency of social and humanitarian buildings and community facilities.
