Government simplifies access to social services and care for low-mobility IDPs

The Cabinet of Ministers of Ukraine has approved changes that will help provide support more quickly to low-mobility internally displaced persons and people evacuated from areas affected by hostilities or temporary occupation.

The changes concern temporary accommodation services and long-term nursing care. Their main objective is to make assistance more accessible and ensure it can be provided without unnecessary bureaucratic procedures.

“Our task is to ensure that people who have been forced to leave their homes because of the war can quickly receive the assistance, care and safe accommodation they need. This is particularly important for people with limited mobility who require continuous support. The adopted changes are aimed precisely at this,” said Denys Uliutin.

In particular, cooperation between transit centres, local self-government bodies, healthcare institutions and social service providers will be strengthened. This will make it possible to assess people’s needs more promptly and organise the necessary support.

Importantly, low-mobility displaced persons will be able to receive the services they need even if, due to evacuation or other circumstances, they do not yet have all the required documents.

The procedure for assessing eligibility for relevant services is also being simplified. Social service providers will be able to assess a person’s needs directly. This will allow decisions on assistance to be made more quickly and eliminate the need for additional applications to local authorities.

Special attention has also been given to the quality of support. To this end, the system for assessing individual needs is being improved, and the requirements for social support provided alongside long-term nursing care services are being clarified.

In addition, the changes will contribute to the development of the network of social service providers. The state will continue to finance shelter and nursing care services for internally displaced persons through the State Budget.
