On August 27, 2022, the Cabinet of Ministers of Ukraine adopted a resolution "On Amendments to the Procedure for the Execution of Powers by the State Treasury Service in a Special regime in the Conditions of Martial Law."
The adopted resolution was drafted by the Ministry of Finance at the request of central authorities to regulate the opening of state budget allocations and payments during martial law by the Treasury and its territorial bodies.
The adopted resolution will ensure, in particular, the following:
• the purchase of school buses to provide transportation of participants in the educational process to educational institutions since the start of the new academic year;
• provision of proper level tertiary (highly specialized) medical care using the method of transplantation of organs and other anatomical materials;
• maintenance of public warning systems to ensure their proper operation, which is one of the priority measures to provide the safety of the population during the effect of martial law;
• provision of psychological rehabilitation of war veterans, persons who have special merits to the Motherland, family members of such persons, family members of deceased war veterans, family members of deceased Defenders of Ukraine, injured participants of the Revolution of Dignity, as well as making purchases and production of ID forms and badges for such persons;
• making payments for social guarantees to employees of the diplomatic service sent on long-term business trips to foreign diplomatic institutions of Ukraine;
• intergovernmental transfers from the state budget to local budgets, the source of which is the funds of loans and grants from the European Union, foreign governments, foreign financial and donor institutions, and international financial organizations.
