  • Government has expanded opportunities for the military to receive highly functional prostheses

    The Cabinet of Ministers of Ukraine has approved amendments to the Procedure for Prosthetics and Orthotics with High Function Products (Resolution No. 518 of 01.10.2014), initiated by the Ministry of Social Policy. These changes, in particular, expand opportunities for the military to receive highly functional prostheses.

    From now on, combatants will have an opportunity to receive a highly functional prosthesis without primary prosthetics if it is recommended by a multidisciplinary rehabilitation team (MDRT), as well as in all cases of high amputation or double amputation.

    "We strive to create all the necessary conditions to make the process of receiving a prosthesis as simple as possible. By improving the procedure and providing the opportunity to receive innovative prostheses, we support our defenders who have sustained complex injuries," said Oksana Zholnovych, Minister of Social Policy of Ukraine.

    The highly functional prosthesis combines modern technologies and innovative materials to restore basic functions and perform complex movements and actions. Previously, such a product could be obtained only 12 months after the initial prosthetics.

    Other innovations include:

    - conclusion of the multidisciplinary rehabilitation team (MDRT) is defined as a document confirming the possibility of prosthetics with highly functional prostheses without primary prosthetics in accordance with the Procedure provided for by the Resolution of the Cabinet of Ministers of Ukraine No. 321 dated 05.04.2012;

    - service life of a prosthesis received during primary prosthetics, as well as for military personnel returning to service, was reduced to 3 years;·

    - standard for providing military personnel with inserts for upper and lower limb stumps was doubled;

    - entry of information about a highly functional product received through charitable or humanitarian aid into the Centralised Disability Data Bank (CDB) was regulated;

    - list of documents to be submitted by prosthetic and orthopaedic enterprises to the Social Protection Fund for Persons with Disabilities to provide the military with a highly functional prosthesis has been shortened.

    Additionally, amendments to the Order of the Ministry of Social Policy No. 158 dated 25.05.2022 increased the maximum cost of highly functional prostheses for combatants. Thus, depending on the level of amputation, the maximum price of an upper limb prosthesis reaches almost UAH 4.3 million, and a lower limb prosthesis - up to UAH 3.8 million.

    In addition, the order was amended to expand access to the provision of devices with increased functionality.

    The list of products was expanded to include the following:

    - Shoulder prosthesis with an external power source with an electronic elbow unit;

    - Prosthesis after disarticulation in the shoulder joint with an external power source with an electronic elbow unit;

    - Modular hip prosthesis with Genium X3 electronically controlled knee unit;

    - Modular hip prosthesis with electronically controlled Genium X3 knee unit after disarticulation.
