Government has distributed UAH 6.6 billion in additional grants to local budgets to fund increased salaries for teachers and social workers

The Cabinet of Ministers of Ukraine has adopted a resolution on the allocation of UAH 6.6 billion in additional subsidies from the State Budget to local budgets. The funds are intended to provide local budgets with the additional financial resources required to pay the increased salaries to public sector employees, which came into effect on 1 January 2026.

The funds have been allocated among 24 regional budgets to cover the costs of remuneration for teaching staff, academic and teaching staff, and employees of social and rehabilitation service providers, following changes to the terms of remuneration set out in Cabinet of Ministers Resolutions Nos. 1749 and 1750 of 26 December 2025.
Each region has received an amount calculated on an individual basis — depending on how much funding is required to increase salaries and to what extent local budgets are capable of covering these costs themselves.

The lower a budget’s own revenue, the greater the proportion of expenditure compensated by the state. For the budgets of local authorities and regions where hostilities are ongoing or likely to occur, the state covers 80 per cent of the necessary expenditure on salary increases. For local budgets demonstrating insufficient capacity, this figure ranges from 50 per cent to 80 per cent.
