Government presents Draft Action Plan: 8 key priorities of the Ministry of Finance
Prime Minister of Ukraine Yulia Svyrydenko and heads of ministries presented the Draft Government Action Plan, outlining strategic goals and tasks for all ministries. The presentation was attended by media representatives, MPs, relevant civil society organisations, experts, and think tanks.
During the presentation, a panel discussion titled “Economy for People. Development” took place, where Minister of Finance Sergii Marchenko outlined the Ministry’s priorities within the Action Plan. He stressed the need for a balanced approach to forming the 2026 Budget, ensuring resources for the security and defence sector as well as priority expenditures in social and humanitarian areas.
The 8 priority operational goals of the Ministry of Finance, as outlined in the Draft Action Plan, are:
1. Macro-Financial Stability and Effective Public Finance Management: Preparing the 2026 State Budget draft, considering wartime priorities and recovery needs, and developing a bill on medium-term budget planning for investments. Cooperating with international partners to secure necessary external financing, fulfilling obligations and recommendations from the IMF, World Bank, and EU under the Ukraine Facility instrument.
2. Tax Policy: Introducing automatic exchange of tax information with other countries in line with OECD standards, combating tax evasion, and improving procedures for mutual and advance pricing agreements in controlled transactions.
3. Public Debt Management: Engaging in dialogue with creditors, developing and implementing the 2026–2028 Public Debt Management Strategy, and establishing regulatory frameworks for the Debt Agency’s operations.
4. Customs Reform: Overhauling the customs system to align with European standards, ensuring transparent procedures, fast and convenient processing, and the use of modern IT solutions. This includes preparing a new Customs Code.
5. Accounting, Reporting, and Auditing: Enhancing economic transparency and business trust by adopting modern financial and non-financial reporting and auditing standards, including sustainability reporting. This involves updating legislation on sustainability reporting by enterprises and improving the quality of audit services.
6. Digitalisation of Financial Management: Integrating all public finance data into a single system using cloud technologies for efficient, transparent, and secure management. Tasks include creating a unified financial data administrator and implementing modern cloud solutions.
7. Financial Monitoring and Financial System Security: Preparing legislation to join SEPA and implement standards to counter money laundering and terrorism financing.
8. Reducing the State’s Share in the Banking Sector: Developing procedures for engaging advisors to sell state-owned bank shares in preparation for privatisation.
Following public discussion, the document will be submitted for Government approval and then forwarded to the Verkhovna Rada for final adoption.
