Ukraine develops cooperation with the International Energy Agency

The Cabinet of Ministers of Ukraine has approved the draft Joint Work Programme between the Government of Ukraine and the International Energy Agency (IEA) for the period 2025-2026 and authorised the Minister of Energy of Ukraine, German Galushchenko, to sign it.

“Cooperation with the International Energy Agency allows us not only to restore the energy system after the destruction, but also to build an energy future that meets modern challenges. This programme is our joint action plan to strengthen energy security, develop green technologies and integrate into the European energy space. We have a unique opportunity to make the Ukrainian energy sector an example of resilience and innovation,” said German Galushchenko.

The approved programme builds on the achievements of 2023-2024 and sets out the priorities for cooperation for 2025-2026, including:

  • implementation of strategic documents such as the Energy Strategy of Ukraine until 2050 and the National Energy and Climate Plan until 2030;
  • development of renewable energy and energy efficiency;
  • integration of Ukraine’s energy sector into European energy markets;
  • creating markets for biomethane and low-carbon hydrogen;
  • enhancing the security of the energy system, including diversification of energy sources and implementation of smart grids;
  • improving mechanisms for collecting, analysing and using energy data.

The programme is a strategic step towards strengthening Ukraine’s energy independence and fulfilling its international commitments under the Paris Agreement. It also aims to improve the sustainability of the energy sector, integrate modern technologies and create favourable conditions for investment in renewable energy.

Background

Ukraine joined the International Energy Agency in July 2022, becoming the 11th associate member country. Since then, a number of initiatives have been implemented, including the integration of the Ukrainian power system into ENTSO-E, the development of energy efficiency support programmes and the launch of market mechanisms for the development of renewable energy sources.

The 2025-2026 programme will consolidate these achievements and move on to new tasks in cooperation with the IEA.
