
Ukraine presents reports on the implementation of the National Energy and Climate Plan at the High-Level Advisory Group meeting
The Ministry of Economy of Ukraine presented the first integrated report on the implementation of the National Energy and Climate Plan (NECP) at the High-Level Advisory Group (HLAG) meeting held on 16 April 2025. The event was attended by Deputy Minister of Economy of Ukraine Andrii Teliupa and also brought together representatives of the European Commission, Energy Community, DiXi Group think tank, Green Transition Office and other stakeholders. COP24 President Michał Kurtyka moderated the meeting.
The participants heard the presentation of the integrated report and the main conclusions on the implementation of the Plan, which Ukraine submitted to the Energy Community Secretariat on 15 March 2025. The document contains 20 annexes and reflects the progress in implementing the Plan's measures, taking into account the restrictions related to martial law.
"The integrated report was submitted on time - on 15 March. For us, this is an important achievement that demonstrates the ability of all relevant agencies to work together systematically. The Government is finalising preparations for the launch of an interagency working group, the first meeting of which is scheduled for May," said Deputy Minister of Economy of Ukraine Andrii Teliupa.
The participants discussed the challenges faced during the preparation of the report, institutional development, the need to attract investment, and further steps to implement the NECP, particularly its update by the end of 2025.
Special attention was paid to the independent monitoring conducted by the DiXi Group think tank. As part of the study, experts developed a system of 205 indicators to track the implementation of policies and measures in five key areas: decarbonisation, energy efficiency, energy security, energy market development and innovation. The assessment is based on two sections: the status of actual implementation and the degree of progress for those policies or measures that are still in the process of implementation.

The National Energy and Climate Plan (NECP) is a strategic document that defines the direction of state policy in the energy and climate sectors in line with Ukraine's commitments under the European integration. The preparation of the integrated report was coordinated by the Ministry of Economy of Ukraine in cooperation with other executive authorities and the Green Transition Office.
