Ukraine receives seventh tranche from the EU under the Ukraine Facility
Ukraine has received the seventh tranche of financial assistance from the European Union under the Ukraine Facility programme in the amount of EUR 2.8 billion. The funds have been transferred to the state budget following confirmation by the European Commission of Ukraine’s implementation of the steps under the Ukraine Plan and the final decision by the Council of the European Union on the disbursement.
“The receipt of the next tranche under the Ukraine Facility confirms that Ukraine is maintaining the pace of reforms even under the conditions of full-scale war. These funds will be directed towards financing priority expenditures of the state budget and supporting the country’s recovery. We thank the European Commission, the EU Council and our European partners for their trust and support,” stated Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.
When assessing the implementation of the Ukraine Plan for the seventh tranche, steps completed ahead of the originally set deadlines were taken into account for the first time. This was made possible thanks to the European Commission’s updated methodology on partial payments under the Ukraine Facility. It concerns four steps planned for the first and second quarters of 2026:
- legislative changes to improve the resolution of non-performing loans (step 5.5);
- approval of the Population Employment Strategy (step 7.7);
- implementation of state support for agricultural producers through the State Agrarian Register (step 12.6);
- launch of the regulatory framework for the functioning of the Integrated Electronic Identification System in line with European requirements (step 14.4).
In total, during the fourth quarter of 2025, Ukraine implemented 11 steps of the Ukraine Plan, and also completed three steps from previous reporting periods. The implemented measures covered the areas of public administration, rule of law, housing policy, energy, regulatory environment, development of strategic resources and climate policy.
The Ministry of Economy, Environment and Agriculture of Ukraine, as the National Coordinator of the Ukraine Plan under the Ukraine Facility, continues to ensure monitoring of the implementation of indicators and the preparation of regular reporting for the European Commission.
Background
The Ukraine Facility is an EU financial support programme for Ukraine worth EUR 50 billion, aimed at ensuring macroeconomic stability, modernisation, reconstruction and accelerating Ukraine’s European integration in 2024–2027. Funding is provided in tranches following confirmation of Ukraine’s implementation of the agreed structural indicators.
Overall, under the Ukraine Facility, Ukraine has already received more than EUR 29.4 billion in financial support thanks to the consistent implementation of the measures set out in the Ukraine Plan.
