Ukraine receives EUR 3.5 billion from EU under Ukraine Facility

Today, Ukraine received another tranche of EUR 3.5 billion from the EU under the Ukraine Facility programme. This is the first tranche of financial support that Ukraine has received in 2025. It became possible due to the fulfilment of 13 indicators set out in Ukraine Plan for the fourth quarter of 2024.

“Out of the EUR 3.5 billion received, EUR 3.1 billion are concessional loans, and EUR 400 million are grants. This is a significant support from our European partners and a confirmation of the right course of reforms. The allocated funds are used to cover public expenditures. We will continue to implement the necessary changes under the Ukraine Facility programme to harmonise with European standards and integrate Ukraine into the EU economic area,” said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy.

The Ministry of Economy, as the national coordinator of the programme, continues to monitor the implementation of the Ukraine Plan and prepares regular reports for the European Commission.

Background

The Ukraine Facility is a programme of financial support for Ukraine from European partners that runs until 2027 and provides for EUR 50 billion to finance the state budget and stimulate investment. In 2024, the state budget received more than EUR 16 billion under the Ukraine Facility. This is the largest amount of Western support, accounting for 40% of the country’s external financing in 2024.
