  • Ukraine and Lithuania agree on simplified procedure for exchanging driving licences

    On May 5, 2023, the Cabinet of Ministers of Ukraine approved the draft Agreement on mutual recognition and exchange of national driving licences between Lithuania and Ukraine. The next step is the official signing of the Agreement on behalf of the Government of Ukraine by Minister of Internal Affairs of Ukraine Ihor Klymenko and the relevant authorised representative of the Republic of Lithuania.

    Under the agreement, Ukrainian citizens who have moved to Lithuania for temporary or permanent residence will be able to exchange their Ukrainian driving licence for a Lithuanian one without having to pass a theoretical or practical test. Similarly, Lithuanian citizens temporarily or permanently residing in Ukraine and holding a Lithuanian driving licence will be able to exchange it at the service centres of the Ministry of Internal Affairs without passing any tests.

    To exchange national driving licences, only a document proving permanent residence in the country, the original driving licence and a valid medical certificate will be required.

    The bilateral agreement will come into force once it has been approved by the governments of both countries and officially published.

    Currently, in order to exchange a Lithuanian driving licence, citizens of the Republic of Lithuania have to pass tests at the service centres of the Ministry of Internal Affairs, and Ukrainians in Lithuania also have to pass tests at the relevant competent authorities of the country.
