On 2 July, the Cabinet of Ministers of Ukraine adopted amendments to Resolution No. 256 of 24 March 2023 providing for improvements to the procurement procedure for unmanned systems.

Main changes:

The State Special Communications Service will be able to procure domestically produced UAVs through the Prozoro e-procurement system.

Sensitive information about the contractors of state contracts (agreements) will be hidden to protect them.

The Government’s decision will allow the use of e-procurement tools for domestically produced UAVs, which will promote transparency of procurement and increase the level of protection of domestic producers.

Previously, only certain categories of foreign-made UAVs could be procured using the Prozoro system.

As a reminder, in March 2023, the Government introduced an experimental mechanism for defence procurement of unmanned systems by Resolution No. 256. This allowed UAV manufacturers to develop more actively and scale up production tenfold.
