The Cabinet of Ministers of Ukraine, at its meeting on March 20, adopted a decision to establish an emergency situation regime in Kyiv, as well as in Dnipropetrovsk and Ivano-Frankivsk regions. The resolution was endorsed to prevent the spread of acute respiratory disease COVID-19 in these areas.
The heads of the aforesaid regional state administrations and the head of the Kyiv City State Administration are commissioned with ensuring coordination of the respective measures.
“The decision was made to protect the population from coronavirus infection. The Government is exerting every effort to prevent the escalation of mass infections. All necessary measures are taken to ensure that hospitals are ready to respond to cases of coronavirus infection, to provide doctors and medical staff with the necessary personal protective gear and equipment. Everyone should remember that nowadays one of the most effective means of struggle is self-isolation. That is why I urge everyone to adhere to the quarantine rules,” said Prime Minister Denys Schmyhal.

Article 2 of the Code of Civil Protection contains that emergency situation is the situation in the separate territory or the subject of managing on it or water object which is characterized by violation of normal conditions of life activity of the population caused by catastrophic crash, accident, the fire, natural disaster, epidemic, epizooty, epiphytoty, use of weapons of destruction or other dangerous event which brought (can bring) to emergence of threat of life or health of the population, large number of dead and injured, drawing considerable loss of property, and also to impossibility of accommodation of the population in such territory or object, implementation on it economic activity.
