Japan has already provided Ukraine with USD 850 million in budget support in 2026: Sergii Marchenko met with Ambassador of Japan to Ukraine

7 On August 7, Minister of Finance of Ukraine Sergii Marchenko met with Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Masashi Nakagome.

The parties discussed further budget support from Japan, cooperation through World Bank instruments, as well as Ukraine’s progress in fulfilling its commitments under the IMF Extended Fund Facility (EFF) program.

Sergii Marchenko thanked the Government of Japan for its consistent financial support for Ukraine since the beginning of the full-scale war.

“Since February 24, 2022, Japan’s budget support for Ukraine has exceeded USD 9.8 billion. Japan remains one of Ukraine’s largest bilateral donors. We count on the continuation of this close cooperation, as the war continues and the needs of the State Budget remain significant,” Sergii Marchenko said.

In 2026, Japan has already provided Ukraine with USD 850 million through World Bank projects. The parties discussed the possibility of further support for such operations in 2026-2027. The Ukrainian side counts on continued cooperation with Japan, including through World Bank mechanisms.

Particular attention was paid to Japan’s support for Ukraine under the Extraordinary Revenue Acceleration (ERA) mechanism, with financing backed by revenues from frozen russian assets. Japan’s total contribution under the ERA mechanism amounts to JPY 471.9 billion (over USD 3 billion). Around USD 1.8 billion has already been transferred to the State Budget of Ukraine. The final tranche of approximately USD 1.3 billion is expected in 2027.

During the meeting, Sergii Marchenko briefed the Ambassador on Ukraine’s progress in implementing the IMF EFF Program. On July 20, 2026, the IMF Executive Board approved the first review of the EFF. The Minister emphasized that Ukraine continues to work on meeting the structural benchmarks and remains committed to reforms necessary to ensure macro-financial stability and mobilize international support.

At the end of the meeting, the Minister thanked Masashi Nakagome for his personal contribution to strengthening the Ukraine-Japan partnership and for the productive cooperation throughout his diplomatic tenure in Ukraine.
