  • Stepan Kubiv and Maxym Nefiodov presented launch of an online SOEs analytics portal ProZvit

    On July 12, 2019, First Deputy Prime Minister, Minister of Economic Development and Trade of Ukraine Stepan Kubiv and First Deputy Minister of Economic Development and Trade of Ukraine Maxym Nefiodov presented the portal of online analytics of state-owned enterprises ProZvit. The portal was developed by the Ministry of Economic Development and Trade together with the Ministry of Economic Development and Trade, Prozorro.Sales, with support of Transparency International Ukraine, the German Society for International Cooperation (GIZ).

    The portal contains financial indicators of more than 3,500 state-owned enterprises (SOEs) that are under the control of central executive authorities. One can find out in detail about the portal and the opportunities it offers at the link https://prozvit.com.ua/#/.

    "The portal we showcase today is the result of a year’s work of the entire Ministry of Economic Development and Trade team. Previously, all reporting of state-owned enterprises was in paper and stored in archives of the Ministries, and from on now all SOEs report in electronic form and financial indicators of their activities are aggregated on the portal ProZvit. Every journalist or expert can open the portal and check whether the company is profitable and what financial result was received in a year", said Stepan Kubiv, First Deputy Prime Minister, Minister of Economic Development and Trade.

    "This is another online product of the Ministry of Economic Development and Trade, which gives access to open data of the state. The openness of the authorities is an effective anti-corruption protector. This is our pragmatic goal. At the very beginning of the reform of SOEs, it was not even clear to us how many were there state-owned enterprises in Ukraine, and which of them were working and which were not. The Ministry first began to analyze the state of affairs of the public sector. In manual mode, we collected, accumulated and analyzed data from all enterprises. Today, through evolutionary transformations in the course of the reform, we have embarked on the launch a powerful online service, which will make the process of managing the state sector of the economy more convenient and efficient", Maxym Nefiodov emphasized.

    In 2018, out of 3,633 state-owned enterprises under the control of executive bodies, there are 2,327 working enterprises. 1,474 of those provided reports for 2018.

    "The issue of discipline and the possibility of effective management of state-owned enterprises is acute. Effective management is impossible if the state is incapable to make companies to report. Approaches to the public sector management should be substantially revised through privatization and strengthening of corporate governance", commented the First Deputy Prime Minister.

    Since January 2019, in compliance with a joint order of the Ministry of Finance and the Ministry of Economic Development and Trade, the filling of the portal database has become obligatory for all SOEs of Ukraine. They submit all forms of financial statements, as well as financial plans, to fill the database.

    Stepan Kubiv also noted that such projects as ProZvit are an example of the positive performance of the effective team.

    The State Secretary of the Ministry of Economic Development and Trade Oleksii Perevezentsev, Director of the Department of State Property Management Roman Kropivnytsky and the representative of the Ministry of Economic Development and Trade Reform Support Team Oleksandr Prykhodko also attended the presentation of the ProZvit portal.
