Winter Support programme launched: from 15 November, Ukrainians can apply for UAH 1,000
The presidential Winter Support programme has started – opportunities and services to help Ukrainians through the winter period.
From today, every citizen of Ukraine residing in the country can apply for a one-off cash assistance of UAH 1,000.
The funds can be spent on paying utility bills, purchasing medicines, foodstuffs from Ukrainian producers (excluding excisable goods), books, as well as charitable contributions or postal services.
“Our task is to help people overcome the challenges of winter – those living in frontline regions, internally displaced persons, socially vulnerable groups, businesses, and all Ukrainians who need support during this difficult winter period,” stated Prime Minister of Ukraine Yulia Svyrydenko.
Who can benefit from the assistance:
All citizens residing in Ukraine (including children, for whom applications are submitted by parents/guardians). One citizen can receive only one payment of UAH 1,000 under this programme.
How to apply (two options):
1. Via the Diia app (from 15 November):
- Open the app, go to Services, and select Winter Support.
- Submit an application for yourself or a child (if applying for a child, add the birth certificate).
- Fill in the details and select the National Cashback card.
- After confirmation, the application will automatically enter processing.
You will receive confirmation of processing and payment ordering. Funds will be credited to the National Cashback card.
Application deadline: 24 December 2025.
Funds received via Diia must be used by: 30 June 2026. Unused funds will be returned to the budget.
2. Via Ukrposhta (from 18 November):
Pensioners and social benefit recipients who receive payments via Ukrposhta will automatically receive UAH 1,000 on the special account used for pensions or benefits.
If a pension is paid to a bank account and the person does not use Diia, they can visit a Ukrposhta branch from 18 November to 24 December inclusive and submit a written application. A low-mobility person unable to visit a branch can call Ukrposhta’s hotline at 0 800 300 545 to request a postman visit.
For those receiving pensions or social benefits via Ukrposhta, funds can be used until 25 December to purchase Ukrainian-made goods sold by JSC Ukrposhta and to pay for services provided through Ukrposhta branches, including postal services, utility bills, and donations to the Armed Forces.
Those who apply via Ukrposhta can use the funds until 25 January.
This initiative is part of a comprehensive package of measures the Government is implementing to support people during the challenging winter period amid the full-scale war.
The programme includes:
1. One-off payment of UAH 1,000 for all Ukrainians.
2. Payment of UAH 6,500 for particularly vulnerable categories.
3. Free train tickets during off-peak periods under Ukrzaliznytsia’s 3,000 Kilometres programme.
4. Fixed energy prices:
- Gas: UAH 7.96/m³ until 31 March 2026 (96% of consumers)
- Electricity: Standard tariff UAH 4.32/kWh, discounted UAH 2.64/kWh.
5. Enhanced support for residents of frontline regions:
- Electricity compensation: 100 kWh per person or up to 300 kWh per family monthly. Automatically credited to housing subsidy or benefit recipients.
- Solid fuel: UAH 19,400 – payments ongoing.
- Ban on disconnections for utility debt: Services not disconnected, no fines or penalties.
6. Housing subsidies for utilities:
- Targeted assistance to low-income families – covering utility costs, liquefied gas, and solid fuel purchases. Amount based on average monthly household income.
How to apply: Via Diia, the Pension Fund, Administrative Service Centres, or local executive authorities.
7. Assistance for IDPs – UAH 8,000 for solid fuel purchases for IDPs receiving housing benefits or subsidies.
8. Energy efficiency programmes:
- Energy Independence for Private Homeowners – 0% loans for solar panels, wind turbines, and energy storage systems;
- Affordable Loans at 5-7-9% for Ukrainian Business Energy Resilience;
- Energy Efficiency Fund programmes;
- Preferential loans from the Decarbonisation Fund.

Soon, programmes will also launch: UAH 6,500 for the most vulnerable citizens and UZ-3,000 km, offering free travel during off-peak periods within Ukraine. The start of these programmes will be announced in due course.
