Ministry of Education and Science: Money Follows the Teacher pilot policy launches
From December, pedagogical staff will be able to register on the Vektor platform to participate in the Money Follows the Teacher policy pilot. From now on, educators will select professional development courses and pay for them independently from a virtual account – the Government has approved the corresponding decision.
What is Money Follows the Teacher?
This is a state policy introducing a new mechanism for financing the professional development of pedagogical staff. From now on, the state will credit a fixed amount – UAH 1,500 – directly to the virtual account of a teacher, school principal, or deputy principal.
Through the state platform, the pedagogical worker will be able to independently choose the provider and professional development programme according to their own professional needs.
Providers meeting the requirements of Cabinet Resolution No. 800 and whose programmes have been verified by the Ukrainian Institute of Education Development (UIED) will be able to offer courses on the platform. In addition, the resolution now allows the use of funds for supervision services – professional support for educators.
Participation in the policy pilot
The platform for teacher professional development is currently being prepared for launch and will become available to users in December. However, pedagogical staff and professional development providers can familiarise themselves with the policy information and leave their contact details on the information page: https://vector.uied.gov.ua/. They will be the first to receive updates on the Money Follows the Teacher policy.
The pilot will recruit the first 100,000 pedagogical workers. Principals, deputy principals, and teachers working with grades 7–9 of the New Ukrainian School and grade 10 pilot classes of senior specialised school in the 2026–2027 academic year may join.
When does registration and training begin?
Registration for pedagogical workers and professional development providers will start in December 2025. Pedagogical workers will be able to select and pay for courses with virtual funds from January–February 2026 and will complete training by the end of the calendar year.
What training programmes can providers submit for the pilot?
Within the pilot, professional development providers will be able to create and submit courses in the following areas: addressing learning losses, psychosocial support for pupils, implementation of state standards in specialised secondary education, career counselling, development of cross-cutting skills, use of digital technologies in teaching, use of scaffolding techniques, implementation of inclusive education, etc.
All programmes must be developed based on standard programmes approved by the Ministry of Education and Science, which will be presented shortly.

The Ministry of Education and Science, in partnership with UIED, will hold a series of information webinars to clarify how the pilot will operate for each participant group.
